In a meeting with Bashar al-Assad, Vladimir Putin called the deployment of foreign troops without a UN decision an obstacle to consolidating power in the country. Putin went on to describe what he described as the success of the Russian and Syrian armies in "liberating the occupied territories", calling sanctions against Syria "inhumane" and "illegal."
